ROGERSVILLE - Authorities have charged two
adults with child neglect after a two-year-old was reportedly found playing in the lanes of traffic
of Highway 70 while the adults were sleeping. Amanda Rose Tincher, 20, and
Adam David Stubblefield, 26, both of 1405 Highway 70 N, Rogersville are identified as the mother and
step-father of the young boy. According to reports on file at the Hawkins
County Sheriff's Office, at 11:15 a.m. Thursday Deputy Mike Hensley was dispatched to the area after
two individuals traveling on the highway saw the boy "playing, unattended, in Highway 70" near Caney
Creek Music Park. The deputy attempted to locate the parents at a nearby
residence. After knocking on the front door several times, Hensley reportedly found the back
door of the residence open and the two adults asleep in bed. Stubblefield said he had gone to
bed at 2 a.m. and was awakened when Tincher left to take a relative to work and when she returned.
Tincher reportedly told Detective Jeff Greer her son had been up earlier in
the day and "a short time later she told him to lay down and go to sleep in his room" and that was
when she went back to sleep. Both adults told authorities the back door could
be opened with just a push.
